In California, the landlord pays for routine carpet cleaning between tenancies. A tenant only pays when the carpet was left dirtier than normal use would explain — pet stains, spills, odors, burns, or damage. Ordinary wear from walking on it is the landlord's cost of doing business, and a lease clause requiring professional carpet cleaning at every move-out is generally unenforceable.

How often does a landlord have to replace carpet in California?
There is no statute setting a fixed replacement interval. In practice, courts and California's tenant guidance treat rental carpet as having a useful life of roughly 8 to 10 years, and depreciation is applied accordingly.
That matters for deductions: if a tenant destroys a carpet that was already seven years into a ten-year life, the landlord can generally charge only the remaining value — not the full cost of new carpet. Habitability is the other limit: carpet that's a genuine safety or health hazard has to be dealt with regardless of age.
What changed in 2025
Under AB 2801, since April 1, 2025 a landlord withholding deposit money for cleaning or repairs must photograph the unit after move-out and before the work, and provide those photos with the itemized statement. From July 1, 2025, move-in photos are required for new tenancies as well. If you're charged for carpet cleaning, you should be seeing evidence, not just a line item.
